The Federation Charter is a Pacific Federation document.
One section of it authorizes Federation Air Force traffic in civilian flight paths, which is received negatively by some civilians due to the danger they may pose to civilian life.[1] Another authorizes the federal mobilization of all Federation-adjacent militaries in any state of emergency.[2]
