Some levels were cut or reworked during Project Wingman's development. They cannot be accessed through conventional means in the final game, but some can still be played in the demo. Though they can be restored through mods, the first two will replace the first two missions' spots on the mission select menu and be named "Pillars of Communications." The debriefings for the first two come from Black Flag while there is none for the third.

Chainlink (Multi-Role Mission)

Chainlink (Multi-Role Strike) was featured in the 2017 Perth Games Festival demos with slight alterations, set in an unspecified series of rolling green hills. The level features a couple Cascadian Independence Force F/E-18s acting as Hitman Team substitutes, as they are referred to as such by AWACS Galaxy. In the third mission update, two F/C-15s and Sk.27s and an Anura I-class air cruiser join the fight as allies. Below is the following transcript, the only mission to feature one. The unused description was "Open up a supply path by destroying all enemy air and ground resistance in the area.".

Sea of Calamity

This mission (Low-Vis Intercept) was featured and teased in the trailers and development videos. Apparently, it was intended to be the Eminent Domain level due to the similar layout minus the islands. The player is accompanied by a CIF air unit of three Sk.30s and two F/C-15s in an aerial interception mission featuring cargo planes, an airship, and the Stormchaser as enemies. The unused description was "Destroy all federation[sic] recon elements in the area in inclement weather.".

World Shell (Original Mission 12)

This mission, unlike the others, cannot be truly completed, as it features no targets and numerous unfinished locations and textures, most notably a giant grey non-solid glitchy structure on top of a volcano to the front of the spawn point. The player is accompanied by six CIF F/E-18s and 19 ground units, and there are multiple ground forces hostile in front. Far east to the enemy position is a concentration of AA guns, and the enemy is supported by Zelenyy, flying FC.2Ms (identified as X-10Bs in-game). The operation name from the mission select is "Choker" and the intro reads as follows:
SUBJECT: HITMAN 1 | MONARCH
0.0'0"N 0.0'0"W
MISCTEXT01
0000

Furthermore, the contract date is stated to be "DAY 86 OF THE CURRENT CONTRACT", which would date it April 28, AC 432 on the timeline, and its designation "CIF-58". Its environment is also actually Prospero's but in different weather.

Clear Skies demo (Anti-Air Mission)

The original version of Mission 8 did not have the C/T-17s as targets and had two F/Z-18s in place of the Federation Intercept Specialists. Furthermore, the F/Z-18s have the SAM attachment.

Pillars of Communications demo (Operation Blackout: Facility Assault)

Mission Dialogue

Mission Start

AWACS | Galaxy: Galaxy to all Sicario elements, we are go for Operation Blackout. Total destruction of the enemy communication facilities are our primary objective for this operation. All fighters, clear the way for Circus. Over to you, Boss.
Assassin 1: This is the largest deployment in our history as a mercenary group. The Independence Force put a lot of faith in us for this operation, so let’s not disappoint.
Sicario Armored Division: So I guess that also means largest payout ever, right?
AWACS | Galaxy: I wish I could say the same...but in the meantime, we’ve got guns on the ground, birds in the air, and bogies inbound, all coming toward you hot. That means you, Hitman, intercept and engage.
Hitman 2 | Diplomat: Back off, Galaxy, we’re going, we’re going.
Hitman 3 | Comic: ‘bout time, Comic engaging.
Federation Base Command: Coup forces this far in?! We can't afford to let them destroy anything here, deploy what we have![note 3] Recalling the other defense squadrons from patrol, do not let them deploy ground forces.

[note 4]

Transport Crew: One minute!
Transport Crew: Outbound personnel, stand up!
Sicario Infantry: Stand up, stand up!
Transport Crew: Hook up, hook up!
Sicario Infantry: Hey, if we’ve still got guns on the ground, go and knock them out.

After air defenses neutralized

Transport Crew: We’re over the drop zone, go, go, go!
Sicario Armored Division: We’re going over, hold on!
Sicario Infantry: Oh shit![note 3]

Sicario Infantry: We lose anyone on the jump?
Sicario Infantry: Hell of a jump to kick the bucket on, it’s gonna be the biggest payout for me!
Hitman 2 | Diplomat: Sheesh, what kind of contracts do these ground forces get,
Hitman 2 | Diplomat: am I being underpaid?!
AWACS | Galaxy: Diplomat, you’re as cheap as the booze Comic buys.
Hitman 2 | Diplomat: Hey, how about you come and fly, you glorified radio jockey?!
Assassin 1: Cut the chatter. All Sicario ground elements, regroup and get rolling ASAP.

Federation Ground Forces: We’ve got both enemy air and ground troops coming down on us.
Federation Base Command: Damn it, all ground forces, reconverge on our secondary facilities and try to stop them there.
Sicario Infantry: Hey, we’ve got tanks inbound, set up the ATGMs.
Sicario Infantry: Cover our six, Robertson, there might still be security troops behind us.
Sicario Armored Division: Gunner, AP round, fire at will, they've got no cover out here!

Sicario Armored Division: Hey, we’ve got indirect fire coming down on us from the northeast, someone get on that before they get lucky?
Sicario Infantry: They weren't expecting us at all, it's a turkey shoot!
Assassin 1: I almost feel sorry for them.

AWACS | Galaxy: Target destruction confirmed, keep on hitting it.
Federation Ground Forces: We've just lost Nodes 3 through 29, signal strength dropping.

After ground forces neutralized

AWACS | Galaxy: Good work, everyone, the forward facility is all taken care of. All fighters, stand by for the ground forces to finish up.
Federation Base Command: What do you mean we’ve lost our forward facilities?! Deploy the reserves and dig in around this base!
MISSION UPDATE
AWACS | Galaxy: We’re reading multiple defenses going down wholesale, but we’ve got incoming fighters and gunships, watch it. Designating new targets and HVTs on the IFF, have at it.
Hitman 3 | Comic: Wilco, Galaxy.
Hitman 2 | Diplomat: Come on, Monarch, we’re free range now.

Federation ATC: Cerulean 2 through 5, takeoff clearance granted, keep those mercenaries off our base while we scramble Celeste Squadron.
Federation Pilot: This is Cerulean 2 taking off.

Federation Ground Forces: This equipment was never meant to survive tank rounds, we keep taking hits like that and the network goes down.
Federation Ground Forces: We need to do something about those planes, where's our defense squadron?!
Sicario Infantry: Resistance is dropping, looks like we've got this one in the bag.
Federation Worker: Don't let them get the encryption codes, either destroy it or take it with you.
Sicario Armored Division: Don't get picky, we'll hit what we'll hit.

After airbase neutralized

MISSION COMPLETE
AWACS | Galaxy: No more contacts across the board, all Federation hostiles eliminated. Ground units, confirm?
Sicario Armored Division: Phew...yeah, I think they’re smoked, Galaxy.
Assassin 1: Good work today, people. All damaged aircraft, land and repair as needed, if you can’t, just use one of their planes. Ground forces, smash and grab anything worthwhile and await pickup by Circus, let’s not overstay our welcome.
Circus Lead: This is the Circus, we’re coming in.

Pride of a Nation (Original Mission 21)

Very little is known about this mission. It could very well be the fight with renegade Federation Peacekeepers led by Crimson 1 as noted in the cut dialogue Presidia section, being a boss rush interlude to the actual Mission 21. The mission would have had you shoot down all of the Peacekeepers and have all of your remaining allies be gradually shot down, paving the way to the final duel with Crimson 1.

Behind the scenes

Regarding a hypothetical in-between mission like "Pride of a Nation," Matthew Nguyen said such a mission would be redundant and mess with the "perfect" pacing cut.[1]

Trivia

A pair of giant AA guns can be found near the spawn point in Sea of Calamity. A lone aircraft carrier can be found floating in the air in World Shell.
