This ATC operator was stationed at Prospero during the Cascadian Conflict and a member of the Federation Aviation Agency.

The ATC operator, on March 21, AC 432, was startled by Cascadian Independence Force fighters shooting down cargo planes near civilian airliners, and ordered them to forward IFF data to avoid collateral damage. He also issued a decree to ground all civilian flights in Cascadian territory immediately and for them to follow Federation military directives. Ultralight to medium flights during the standing order flew beneath 5,000 feet and took port calls while heavy and superheavy flights flew above 20,000 to avoid combat and had runways.[2]

Later into the conflict on June 2, the operator scrambled all Federation assets in Prospero to defend the trade city from CIF invasion, dissuading some of their worries on returning to base. Having heard of Federation High Command's plan to level Prospero with cordium-tipped cruise missiles, he had his fellow staff evacuate the tower they were in and take shelter in the basement. Once belowground, he sent authentication "Solutions 0816" with read back "Blaze" from Federation HQ.

His fate when the Cascadian Calamity Event erupted is uncertain.[3]
