Unidentified Federation Commander (Presidia)

This Commander was stationed at Presidia in the final battles of the Cascadian Conflict, mainly the Second Battle of Presidia.
Biography
- "Block off all roads to the Federation Embassy. Waive everyone down. I'll be damned if I let any spies through. [...] If you want to survive, get to the harbor. Throw down your guns and run. Anyone who's wearing a Federation tag will be taken as a prisoner."

On August 23, AC 432, Federation High Command issued an order to hold Presidia as long as possible until the Cascadian Conflict Ceasefire was signed. He repeatedly directed forces to one defensive position after another, even with the realization that he and his forces were completely cut off from reinforcements, and was eventually backed into a corner at the Port Authority Building.
Because of this, it came too late for the Federation to hold any territory as leverage whatsoever against the Cascadian Independence Force, with him lamenting the city would've been held had the ceasefire been called an hour earlier. He then rallied surviving troops in the tense post-ceasefire moments to block off all access and people from the Federation Embassy to Cascadia in case of spies and ordered them to discard their weapons and reach the harbor to avoid capture by the CIF and evacuate.[1]
Following the Presidian Disaster, which the Federation was blamed for in Crimson 1's stead, he ordered surviving Federation troops to convince the CIF that the capital bombing wasn't their doing, in an attempt to avoid summary execution for supposedly breaking the ceasefire.[2]
We have to convince the Cascadians that wasn't us or else they’ll execute us right here, do you understand?

This Commander was going to be identified as General Donald Weller in cut dialogue.
